One of our earliest leads on the iconic Canary Wharf estate, the bottom four floors at this building are not currently subject to rating, having been successfully kept out of the Rating List by a co-ordinated range of Agent schemes. Total loss to the taxbase here is over RV £5m, but with the billing authority prohibited from site inspection under current rules, gathering evidence in the highest value cases is not without its challenges.
Through our site work, modern "head office" accommodation was located which had been completed for some years but had been successfully exited from the list by historic resistance of effective completion notice. Maximum loss of RV at 18,459m2 was £3.04m. In view of the scale of the loss at this site, and the historic issues which the Council had inherited, we agreed with the Council that the payment mechanism to return these premises to the list would be strictly fixed, and based upon the support which would be required to produce evidence for the service of effective completion notices.
Last year we also turned our attention to the extent to which premises which are missing from the rating list could be successfully located at land otherwise considered as exempt under the agricultural exemption provisions. Working through a carefully co-ordinated set of data searches, we have been able to locate, and to reach trail valuations for a small number of very high value units, comfortably exceeding £2m RV.
